Remind the platform that resources /funding is the driver of all. Even in countries that already have policies and frameworks in place lack of resources was identified as the major constraint.

We want to remind the platform that he most important thing is to realize that the implementation of HFA is not yet optimal. Therefore, three components (government, CSOs and communities) should hand in hand, make a collaborative and complementary efforts to improve the implementation of HFA. So that within the next two years progress on HFA implementation can be achieved.

For us, closer integration into poverty alleviation would mean working with the vulnerable/ poor communities to take actionin reducing risks. Further more, we said climate change impact is greater on the poor /deprived communities and so any climate adaption effort wich integrates DRR will similarly help to reduce the impact of disasters on the molst vulnerable

GNDRR is a best platform to initiate debate, dialogue, deleberatoins.This is ok.This will bring more clarity andconcepts in integrating  DRR in to mainstreaming development. Sectoral and sub sector convergence is essential to accelerate mitigation aswell as adaptation to vulnerabilities especially on fear on climate change , worries on poverty,  . But how this global platform will gear up  regional and community resilience as people matter.

Community action citizen sensitisation and involve governemt and corporates  is much more imoprtant. hence  each one  should have thought to add value and much more responssive and accountable  is matter of crux.

 we hope very innovative things will emerge  to make  things better.

Next Steps for VFL

Congratulations to Terry, Marcus and all! I think the VFL is making a huge impact on the global process towards the realisation of the HFA goal. I was at the First Session and already feel I am there as I follow your vivid description of events. The questions on my mind as we closed the First Session were: Are we going to see a significant progress on the implementation of HFA in two years' time- at the time of the Second Session? And how effective would be the contribution of civil society? I am thrilled we found VFL. For all intends and purposes, it is proving to be a vehicle we have used to make a giant step in setting up the stage for accelerated implementation of HFA.

On Next Steps, organising 'a series of regional and global learning reviews with network members to learn from the VFL pilot experience; drawing out recommendations for the future' is key. At these review and learning sessions, we should 'Research social networking innovations as means to engage and foster active citizenry, raise critical awareness, build social demand and strengthen public accountability for risk reduction'.  This will ensure community action (or demand) and government action go hand in hand for effective HFA implementation.

In fact, it would be useful to discuss all the next steps indicated and concretely plan to carry them out, particularly to Establish multi-donor trust fund to support the development of VFL.

controversy in DRR mainstreaming

Dear Terry et al.,

Even though in micro level (in Indonesia context), we witness how grassroot people are very committed to support and mainstream the DRR principle as this will benefit themselves, we are quite pessimistic that the govenment will trully prioritize DRR principles in concrete program. Ironically, we currently see intensive government DRR program in the village level due to support from the World Bank (it is still debatable whether the funding status is a loan or grant) without being aware that DRR initiatives will remain sustain if it is conducted through self-resilient strategy. We hope strong political will from Indonesian government to put DRR issues into actions based on self-resilience principles.

Thanks Pradeep and Abhishek for that feedback - firstly a number of network members are highlighting the need to bring communities to the forefront and to build partnerships which make them active participants, and get them better access to resources. Abhishek mentions the capacity of the network to support disaster response, and this reflects the ability of the network to share learning and resources. We will raise both these points in our meetings today and bring back responses. Thanks!

Global Network team has assembled  at Geneva.The priority is to make this as a single force.This can happen when we are having coailitions at National ,Regional and Global levels .The National and regional network should have local and regional  representative members who can be selected by an election process.

please bring our voice to this high level meeting :

- we call our government to follow minimum standard in providing aid during emergency response

- we ask clear access & mechanism towards available resources / budgeting for supporting local initiative for disaster preparedness

- we call for clear access for our participation in planning implementation and monitoring disaster preparedness program

I'd like the Global Platform to consider a worst scenario of the environment regarding the context of climate change (adaptation) and also how Global initiative will provide and mobilize assistance.

How the Global Platform will consider intervention (Operations-HFA)in communities step by step around the world to achieve the goal for DRR?

Dear all,

We know and have seen that Copenhagen was not concluded and climate change was the important factor of discussion. I suppose that this Global workshop will have a special Eye on the impact of this subject. Regarding the situation that we face actually in Europe, United States especially in Miami, here in Haiti and other countries that climate is changing. I think that this workshop will be very special. To achieve the communities and let them Voices appear on the front line we know that many and concrete efforts must be done. We are all on this planet, and we'll face all changing of the weather (climate). Can we View or try to think what can happen for disasters? Or how we will try to do our best for DRR?
